Receiving freelance payments in India

In India the paperwork matters as much as the fee: every inward payment is reported with a purpose code, a FIRA is the record that the money came from abroad, and Upwork deducts 194-O TDS before you see the money (Fiverr’s help page lists it too). Upwork doesn’t offer Payoneer here. Routes, fees and rules below checked 14 Oct 2026.

Among routes with every fee published or entered, Freelancer.com → Payoneer, auto-withdrawn to your bank lands most in its best case: $479.04 to $494.01. Its conversion fee is a range, so it may land less than the others.Among routes with every fee published or entered, Freelancer.com → Payoneer, auto-withdrawn to your bank lands most in its best case: $479.04 to $494.01. Its conversion fee is a range, so it may land less than the others.

“or less” means a fee on that route isn’t published and was counted as 0 until you enter it. “at least” means the converter publishes only a ceiling; “at the conversion ceiling, before the unpublished withdrawal fee” means conversion could cost less but that fee still comes off, so the real figure can be higher or lower; “$a to $b” is a published range. “fees exceed the amount” means nothing would land.

Worked example: $500.00

lands = (amount − fixed fee − receiving fee) × (1 − conversion %)

Freelancer.com pays to Payoneer the same way for $1.00. For clients who pay you directly, Wise’s Indian freelancer account charges $2.00per payment plus its USD→INR conversion fee (check current rate in Wise’s calculator).

RBI and FEMA paperwork

Purpose codes

Each inward remittance is reported with an RBI purpose code. Common ones for freelance work: P0802 software consultancy/implementation, P0807 off-site software exports, P1006 business and management consultancy and PR. PayPal India won’t pay out to your bank until a purpose code is set. Wise INR purpose codes, checked 14 Oct 2026

PayPal needs a purpose code and pays out daily

PayPal India transfers your balance to your Indian bank automatically every day, and the purpose code must be set before it can. PayPal India Help, checked 14 Oct 2026

FIRA / FIRC: proof the money came from abroad

A FIRA (or FIRC) is the bank’s record of an inward foreign remittance, the usual proof that a payment came from abroad. PayPal India generates one every week (monthly for transactions before February 2026). Payoneer puts FIRA/FIRS documents in your account at no cost. Wise emails an e-FIRC for each transfer. For a direct wire, ask your bank. RBI requires banks to report electronic FIRCs to EDPMS. PayPal FIRA page, checked 14 Oct 2026

RBI: no export declaration form for services (old Master Direction)

Under RBI’s old Master Direction on export of goods and services, services not covered by a prescribed form could be exported without furnishing a declaration; the money still had to be realised through an authorised dealer bank. The new FEM (Export and Import of Goods and Services) Regulations, 2026 took effect on 1 October 2026 and may have changed this, including the realisation period. We couldn’t read them, so check them or ask your bank. Unverified RBI Master Direction, checked 14 Oct 2026

GST and TDS

GST: export of services is zero-rated

Work for a client outside India, with the place of supply outside India and payment in convertible foreign exchange, is an “export of services” and zero-rated. Registered suppliers can export without paying IGST under a Letter of Undertaking (Form GST RFD-11, filed before the supply, valid for the financial year). Generally, suppliers of inter-State services with aggregate turnover below ₹20 lakh (₹10 lakh in special category states) are exempt from registering; check your situation. IGST Act section 2(6) (CBIC), checked 14 Oct 2026

GST on Upwork’s fees: 18% without a GSTIN

Upwork adds 18% GST to its service fees, membership and Connects for freelancers in India, unless you give Upwork your GSTIN. Upwork Help, checked 14 Oct 2026

TDS under section 194-O on Indian freelancers’ earnings

Upwork deducts Indian TDS under section 194-O from freelancers based in India: 0.1%, or 5% in some cases (see Upwork’s page). Upwork calculates it on the gross amount you invoice, for clients in India and abroad. Fiverr’s help page for Indian sellers also lists section 194-O (“0.1 to 5%”); check how it applies to you. TDS is credited against your income tax, so keep the TDS certificates. Section 194-O is about e-commerce operators; for clients abroad who pay you directly we found no official page on withholding, so this page doesn’t cover it. Upwork Help, checked 14 Oct 2026
